16 State Indicator Pilot Conference call Agenda

Roll Call- Ron Manderscheid

General Comment- 
Ron announced an anticipated grant announcement which should be out in early March; in this announcement every state could be awarded a grant; It is hoped that States will have around a 60-day response time to develop the grant application. The grant will include the Uniform Reporting System basic and developmental elements. As with the 16 State effort the grants will support state planner-data collaboration. There is also a clear expectation of reporting to CMHS.

Diagnosis Modifications Bernadette Phalen–
 The following proposals were reviewed and accepted by the group for incorporation in new data collections. Bernadette will write up a summary for all diagnostic modifications and send the information out to everyone.

1. For proposal #7 - Adults with Major Mental Illness category-to add 297 and 298 to the existing 295 and 296 cluster. The 296.9 subgroup will be retained in the cluster and will not be excluded.

2. For proposal #8 - Children with Major Mental Illness category- to add 297 and 298 to the existing 295,296, and 314 cluster. Again, the 296.9 subgroup will be retained in the cluster and will not be excluded.

 

Update on State Data on the MHSIP Website-
Olinda González–OK will put up 16 state data for three indicators on the website after March 5. There will be a special password on the listserv for the 16 States to review. States will be given 30 days to add any needed ‘cavaets’ to the data and to approve what will be presented on the website before it goes on the MHSIP website.

Special Topics-

Level of Functioning and Symptoms- 
Mary Smith–stated that a request for data for these indicators was re-posted on list-serv in Jan 2001; there were no questions regarding the posting, but people were not familiar with the reporting format. DC, RI, IL, OK, SC, UT and TX stated that they will provide reports in March. It was emphasized that the measures indicate 2 data points for analysis. Jack Wackwitz presented information on his work on the CCAR analysis in Colorado. Points of data collection include admission, annual review, discharge, and ‘98' to present. There are also CAFAS, CBCL and BASIS-32 databases; Jack has implemented CCAR inter-rater reliability (.65); using R Change Index, and looked at Structural Equation Modeling to see if he can map concepts from one instrument to another.

Criminal Justice Indicators-
Lucille Schacht–the Workgroup for this indicator is compiling criminal justice definitions used by states. The findings are that few states have indicator definitions in common. There are 3 different indicators–arrest, and incarceration in jails or prison. OK and VT can report 6 month or 12 month follow-up. John Pandiani suggested calculating Relative Risk by comparing the state incarceration rate with the mental health incarceration rate; Lucille will summarize the Relative Risk idea and distribute it to the states; Ron Manderscheid offered that Ingrid Goldstrom should be contacted for the arrest and incarceration denominators by state; Craig Colton will send information on the UT jail diversion/matching program.

16 State Discussion on 16 State

Final Report Workgroup meeting- Ted Lutterman–
Ted met with Workgroup and 16 State members at the NRI conference last week. Issues discussed included the collecting of information from each state and identifying unique elements to include in the final report; also, there is a need to pass along each workgroup’s lessons to states in the next grant effort. There is a need to identify ground rules reporting from states. It was decided that the Final Report Workgroup meet in March to further discuss these areas for planning.

Workgroup Updates-

Children’s Indicators- Molly Brunk–
Criminal Justice and school items were crafted by the last conference call. CO, AZ, and DC will have a parents/children survey review using new wording; KY is now analyzing survey data, and DC is implementing the children’s survey; AZ will implement the survey in April. The current plan is to have instrument recommendations by August.

Cost Indicator- Nancy Callahan–
Has data from several states at this time, including OK.

Stakeholder Involvement- Donna Stimpson–
Donna has received survey responses received from several states, and will be analyzing data in March.

Recovery Indicator- Vijay Ganju–
Several states, TX, UT (re-scheduled for March), OK, AZ have implemented consumer focus groups. AZ is now transcribing results and developing an analysis. TX had professional transcription done. A draft instrument is anticipated by the end of grant period and will be tested at a later time. DC and other states may yet participate.

Living Situation/Supported Housing-Nancy Callahan–
Nancy will schedule a conference call for the Workgroup in March.

Reduced Substance Abuse Impairment- Jack Wackwitz–
Jack will be providing special information on this indicator during the next conference call. (Special Topics).

Mortality-Craig Colton–
At this time, seven states are working on matching data for this indicator.

Seclusion/Restraint, etc. indicators-Bernadette Phelan–
Bernadette will be convening a call in March for this Workgroup.

Employment- Denny Geertsen–
The Workgroup needs to finalize the definition; two states are proceeding with matching with the Employment Security Commission (AZ, OK).

Adult Consumer Survey- Judy Hall–
Work continues on collecting data from the States.

Hospital Readmissions- Sudha Mehta–
Sudha has data from 15 states, and IN will be sending data soon.

Atypical Medications- Josyln Letourneau–
Josyln is waiting on data for this indicator from the states - most have indicated sending information toward the spring.

Supported Employment

Assertive Community Treatment- John McGrew–
Expects data in 3 wks and will have a report in one month and will provide a report in two months. UT representatives indicated that the legislature chose not to fund ACT programs in that state.

Contact Within Seven Days Past Hositalization-
Vijay Ganju indicated that this is a HEDIS indicator and can be compared across program types; Nancy Callahan suggested looking at 14, 30, etc days until contact.

Primary Health Care Link- Deb Kupfer–mentioned that some states will be matching with Medicaid data to get physical health information.

Penetration Rates- John Pandiani–
Reported that data from 2000 is being compiled and will be posted in 1 1/2 weeks.

National Conference–
It was decided that there will discussion next meeting regarding what the 16 State presentation will be at the conference. Also, papers for the National Conference will be selected by March 15.
