Sixteen State Performance Indicator Study

Olinda González convened the meeting and called roll in Ron Manderscheid=s absence.
States Present: AZ, CO, CT, DC, IL, MO, OK, RI, NY, SC, UT, VT, TX, and Nancy Callahan.
Olinda reported that the US Mental Health 2000 16 State Project article is ready to send in with a few minor changes. It will be in the upcoming document that Ron publishes.
Presentations on the 16 State Study Pilot will be made at the National Mental Health Statistics Conference on Tuesday, May 30th at 1:00 p.m. The presentations will be highlighting workgroups and other special activities. Judy Hall and Molly Brunk will be presenting on the MHSIP Consumer Survey and Children=s Survey, John Pandiani will be presenting on Penetration Rates and Sudha Mehta will be presenting on 30 Day Readmissions. There will be some discussion on policy implications of the indicators.
The Planners Conference will be held on July 30 - August 2 at the J. Willard Marriott. There will be a workshop on the 16 State Pilot and this will be developed over the next few weeks.
The 16 State Pilot participants will be meeting on July 10 and 11 at the Key Bridge Marriott in Roslyn, VA (near Georgetown). There have been many requests for extra participants and Olinda is checking on the extent these requests can be accommodated.
Agenda for the July meeting includes:
1. The development of goals for the next year including how to involve NASMHPD in the activities of the study.
It was agreed that the workgroups will continue to meet as usual by conference call in mid-June to prepare for the July meeting. Part of that preparation will include discussion about year 3 goals for the indicators.
There are still no workgroups on the indicators for Substance Abuse and Supported Housing. Some states have already expressed an interest in the Substance Abuse indicator. These include AZ, IL, OK and CT. They agreed to meet on Wednesday, May 31 at the National Conference (lunch time in the Grand Ballroom). Nancy Callahan noted that the Supported Housing indicator is being covered by the Living Arrangements indicator group.
Workgroup Reports:
Penetration Rates: John Pandiani reported that he has 13 of 16 states reporting State Hospital Rates. He is working with UT and IL to add them to the data. He has 12 of 16 for Community Rates and is working with CT, IL, and MO for this indicator.
30 Day Readmission: Sudha Medha reported that she is working individually with the states who have not yet submitted their data.
7 Day Contact: Victor Ingurgio reported no progress since last call
Consumer Surveys: Judy Hall reported that she has data from 10 states, 4 states are able to report data for 2 years.
Recovery: Vijay reported that a workgroup met last week on the measurement of recovery. The workgroup consisted of representatives from AZ, CO, NY, SC, KS, TX and recovery experts including Ruth Ralph, Jean Dumont, Priscilla Ridgeway, Anita Miller, and Ed Knight. The process developed a set of draft items from which to work although more work needs to be done. A conference call is scheduled following the National Conference. The group has looked at recovery from both the individual level and the system level. The system level explores how the mental health system supports recovery. Key items were developed under these two levels and the group will be moving toward refining the instrumentation, obtaining stakeholder review and then piloting the instrument.
Children=s Survey: Judy Hall reported that work is ongoing and 6 states will be piloting the survey.
Criminal Justice: Lucille Schacht reported that the workgroup is developing a survey. She noted one issue is that some states are using administrative data and others are using self report. This type of information will be obtained by the survey.
Mortality: Craig Colton stated that the workgroup will be meeting with Bruce Dembling at the National Conference on Wednesday, 5/31.
Cost Data: Nancy Callahan reported that 6 states (OK, CO, AZ, UT, WA, and NY) will be completing a table with different variables including, dollars, clients, and units, for Medicaid as well as for children and adults.
Administrative Cost: Eva reported that she has heard from 7 States, 5 of whom say they want to drop this as an indicator. She requested that the States who have not responded please let her know how they feel about this issue.
Level of Functioning: Mary reported no change. The workgroup will be meeting next week.
It was again stated that the workgroups will be meeting by conference call in mid-June to discuss goals for year 3 and to prepare for the July meeting.
The next conference call for the entire group will be Tuesday, June 20, 2000 at 1:00 p.m. EST.
