State Reform Grants for Assistance in State Mental Health Planning and Managed
Care Reform Efforts

PROJECT SUMMARY
The State of Illinois has received MHSIP Stage I and Stage II Grant awards to support
capacity development in the State mental health data system. Currently, the State is
applying a State Reform Grant to assist in decision making and performance outcome
measurement strategies in a newly decentralized State mental health system. The grant will
support the merging of the MHSIP Consumer-Oriented Mental Health Report Card with the
existing performance indicator system with subsequent monitoring and analysis. A training
program on data utilization and decision support will be developed for regional managers
and administrative staff. Two agencies will pilot the MHSIP Consumer Survey and clinician
report, and consumers and families will participate in administering and interpreting
survey results. The process will address the developing of the newly instituted
Comprehensive Service Networks (CCSN's) or regional entities across the State.
