PROJECT SUMMARY
Puerto Rico recently completed a MHSIP Stage I Grant which supported capacity development
activities in the mental health data system. In the initiative toward health reform in
Puerto Rico, the newly awarded State Reform Grant will support the combining of the public
and private managed care systems integrating cost, human resources, report card outcome,
and consumer satisfaction elements. The goals of the Puerto Rico Expansion Program for
MHSIP are: (1) to develop the mental health component of the Agency Information System
from which various data elements can be obtained to assess the effectiveness and
efficiency of services, (2) to integrate, test, adapt instruments to measure mental health
outcomes (including the MHSIP Consumer-Oriented Mental Health Report Card Consumer
Survey), collect, analyze, and utilize data for planning and evaluation, and (3) to
integrate, analyze, and synthesize data bases of the health and mental health systems with
initial implementation in the Aguadilla region.
