State Reform Grants for Assistance in State Mental Health Planning and Managed
Care Reform Efforts

PROJECT SUMMARY
The State of Virginia has applied MHSIP Stage I and III grants in the past to support
capacity development and decision support efforts in the mental health data system. The
newly awarded State Reform Grant will support two pilot projects which will address the
State's mental health services reform initiative. The first pilot will test the efficacy
and impact of identifying "priority populations" and apply a case rate funding
model for distributing funds for services to these populations. The second pilot will test
a comprehensive system of performance and outcome measures in a region to guide current
reform planning and state-wide implementation. The MHSIP Consumer-Oriented Mental Health
Report Card will form the core set of measures for performance monitoring. One feature of
the pilot is that use of consumers as data collectors will be conducted at one site. Also,
evaluation of the POMS will include the input from consumers and family member focus
groups held in both years of the grant.
