PROJECT SUMMARY
The State of Texas is able to report all of the measures selected in the Five State Feasibility Assessment Study, but the capacity to report measures is just the first step. Consistent with the state of the art, more work is needed to operationalize measures so that they are not only more standardized and meaningful, but also more useful to consumers, family members, advocates and providers, state and local planning councils, state and local management, and clinicians. The project will focus on assessing and refining the Five State Feasibility indicators with the following activities: (1) analysis of indicators including testing operational measures for indicators, incorporating risk adjustment factors, defining change scores that are clinically meaningful, and assessing the relationship of outcomes to process and cost measures; (2) testing various instruments for appropriateness including the consumer survey; (3) developing of meaningful reports understandable to all stakeholders, and (3) developing of training materials and training formats for clinicians, consumers, and family members related to the significance and interpretation of performance measures.
