PROJECT SUMMARY

The Virginia Department of Mental Health, Mental Retardation, and Substance Abuse Services project will pilot and implement a set of performance indicators including indicators selected in the Five State Feasibility Study, the MHSIP Consumer-Oriented Mental Health Report Card, and other indicators identified by key stakeholders to support current state system reform efforts. Specific indicators to be assessed by this project include: (a) use of atypical medications, (b) new methods of measuring seclusion and restraint, (c) use of "official records" from other agencies to measure consumer outcomes, (d) family member involvement in treatment, and (e) exploring cultural competence in reporting of performance information. Six sites representing a balance between large and small urban and rural, and single and multi-jurisdictional community mental health centers and acute and long-term hospitals will be piloted. All key stakeholders will be represented in the pilot process through membership on decision making groups. A data warehouse will integrate data from multiple sources for statewide implementation of performance indicators in three years.
